20% of the 52 week high

Hello Pat,   2 Questions: #1 Looking at multiple videos, I see mentioned that we focus on the stocks that have certain constraints among them  the one where they are within 20% of the 52 week highs. Can you please elaborate on this constraint and help us understand the logic behind this?   #2   Also another constraint would be the one where we focus on the top 30 groups. Do you also keep track of the stocks or group of stock within a certain sector that are raising through the groups? (example FCX was in group 100 last week and this week it jumped on group #50, next week can be group #20 ) I am just thinking if a stock can move higher through time with great numbers (sales or earnings) we can spot winners earlier?
