Add-on (Definition)

Pat,
Love your service. I'm a trend trader, so your help finding strong stocks is so awesome!
 
My question is if you are saying to add on 20% to the current position, does that mean if I have a $10,000 position currently, I would be adding $2000 to the position? 
Also, I noticed a lot of the positions seem to be smaller starter and add on positions, is that because the marked is volatile right now?
