Tenaris (TS) and Pinduoduo (PDD)

Good afternoon! I was reading one of IBD's emails and am curious on two stocks that were mentioned. Tenaris and Pinduoduo. With Tenaris, it mentioned they narrowly missed earnings estimates. If it's breaking out, would this still be a buy even missing earnings estimates?  As for PDD, how do you feel about Chinese companies if the companies check out (group, composite rating etc..)?   Thank you in advance and I hope you're feeling much better Pat!
