What qualifies a stock as a MAXLIST (index/fund owned?)

Hi Pat and Owen,
I have heard you mention that there are certain stocks that indexes or funds must own or these managers get fired, such as AAPL.
How is the requirement determined for those indexes or funds to hold them? For instance, would other stocks like SQ, ETSY, PINS, NIO, etc qualify?(why or why not?)
Is there a current list of (top 20) that are considered MAX LIST stocks which would be found in the biggest portfolios?
